Affordable Care Act Information

Disclaimer: This information represents only a brief summary of the Affordable Care Act and how it applies to Lane Community College. It is not meant to supersede union contracts or working condition agreements; however, offers of health insurance coverage will be made whenever required under ACA regulations.

Common Terms

Administrative Period – Period of time in which Human Resources is performing measurement and making offers of insurance to those variable hour employees who have worked at least 30 hours per week (130 hours per month) over the preceding measurement period.

Full-time Employee – Those who are hired into benefit eligible positions.

Hours Worked – Includes all paid hours (regular, overtime, compensatory time, sick, vacation, personal, jury duty, etc.) and unpaid FMLA, USERRA, and other federally protected leaves.

Measurement Period – Period of time in which all hours worked are used to determine eligibility for health insurance coverage during the upcoming stability period.

Part-time Employee – Those who are not immediately hired into benefit eligible positions and not expected to work an average of 30 hours per week (130 hours per month).

Stability Period – Period of time in which those qualifying variable hour employees will have health insurance coverage.

Variable Hour Employee – Those who are not immediately hired into benefit eligible positions and whose weekly hours cannot be determined at start of employment.

Employee Class (as applied to ACA)

"Full time" – C1, C2, F1, M1

  • Insurance begins the 1st of the month following date of hire.

"Variable Hour" – C3, C4, F2, F3, F4, F5, F6, F9, M3, M5, M9, W7, W8, W9

  • Subject to evaluation of hours worked to determine eligibility for insurance

"Part time" – None

"Seasonal" – None
