LCC’s COVID-19 Vaccination Requirement
Update: LCC requires employees to be up to date on vaccinations and receive a booster when eligible and will soon require students to be up to date on vaccination. Learn more about the upcoming booster requirement.
LCC has implemented a vaccination requirement for students who are taking any classes in person. Students who are online/remote only are not subject to this requirement. However, if you are an online/remote only student and plan to come to campus for access to in-person services and support such as in-person advising, in-person counseling, in-person tutoring, and in-person library research assistance you must also meet this requirement. To receive these in-person student support services, you must meet the LCC Vaccine Requirement by submitting a Vaccination Status Reporting Form, and register for “In-Person Student Support” using Spring Term CRN 41442. This registration has no cost and will not appear on your student transcript.
This public health measure will help protect our community by reducing the potential for serious illness, hospitalization, or death. It also will limit campus disruptions and allow us to resume in-person instruction and activities.

COVID-19 Vaccine and Pfizer and Moderna Booster
Booster doses of the Pfizer and Moderna vaccine are now available to adults 18 and older and recommended six months after their second dose (two months after a one-dose J&J/Janssen vaccine). Pfizer boosters are now available for 16 and 17 year olds. In addition to providing first and second doses of Moderna and Pfizer vaccine to LCC students and employees, the LCC Health Clinic is also offering appointments for booster doses of Moderna and Pfizer vaccines.
What You Need to Know
- LCC requires all employees and students who will be attending classes at any LCC location and/or receiving in-person services to be fully vaccinated against COVID-19.
- Check your @my.lanecc.edu or @lanecc.edu email account for information and a link to report your COVID-19 vaccination status. Links are unique and connected to your personal account, so do not share or repost your link.
- Students who have not received a link to submit a Vaccination Status Reporting Form may use this link to submit the form. The link is for STUDENTS ONLY. Employees who need a new employee link should contact email@example.com.
- Do not submit multiple forms. If you've already submitted a form through an invitation link, do not re-submit.
- Students who are unsure whether they need to complete the Vaccination Status Reporting Form may email firstname.lastname@example.org.
- Pacific University students and College Now students who are not also enrolled as LCC students are not required to complete a form.
- Students and employees may seek an exemption to the vaccination requirement for medical or religious reasons. Personal/philosophical exemptions are not allowed. Some academic programs may have stricter vaccination requirements.
- The requirement does not apply to students who are enrolled exclusively in remote instruction courses with no in-person component. However, all students who wish to access any in-person services (in-person advising, in-person counseling, in-person tutoring, in-person exams, and in-person library research assistance) on campus must submit proof of vaccination or request a medical or religious exemption and register for the In-Person Student Support Services using Spring Term CRN 41442. There are no fees or costs associated with In-Person Student Support registration and it will not appear on your Lane transcript. Students and employees are encouraged to check the LCC Service Availability website for information about hours and offerings in each department.

A: The requirement applies to all students and employees who will be attending credit or noncredit classes with any in-person component or working at any LCC location (including main campus, Mary Spilde Center, Florence Center, Cottage Grove Center, OSBDCN, KLCC and the Aviation Academy). It also applies to students who would like the option to access in-person services on campus, and a small number of other individuals who have a relationship with the college and perform work on an LCC property alongside employees or students. Exemptions from the requirement may be requested for the following reasons:
- Medical exemption: The vaccination requirement is waived after an individual consults with a health care provider and the provider determines a COVID-19 vaccination is not advised for the individual.
- Religious exemption: The vaccination requirement is waived on the basis that it conflicts with religious beliefs.

A: In the interest of public health, LCC plans to require that students and employees stay up to date on COVID-19 vaccinations and receive boosters when eligible. The implementation of the booster requirement is still under development as LCC staff works on a process to allow all employees and students to upload their booster information. A: All employees and currently enrolled students were required to submit a COVID-19 Vaccination Status Reporting Form and must do so for in-person courses, activities, or work.
All new employees will be required to complete a Vaccination Status Reporting Form upon hire, as part of employee orientation. All new students will be required to complete a Vaccination Status Reporting Form prior to registration for any course with an in-person component, as part of the steps to enroll at LCC.
Students who are enrolled exclusively in remote courses but wish to access in-person, on-campus services, including tutoring, advising, counseling, exams, and library research assistance, will also be required to submit a Vaccination Status Reporting Form. Students in this category will also be asked to register for a Moodle course that will grant them permissions to access these in-person services.
A: Detailed instructions for students and employees are now available, and will be updated regularly for clarity and form changes. If you are an employee, a current student, or a recent student, you will receive an email invitation to complete a Vaccination Status Reporting Form from “Lane Community College.” The message will be sent to your official student or employee email address.

A: The vaccination requirement does not apply to students who are enrolled exclusively in remote instruction courses with no in-person component, unless they would like the option to access in-person services on campus, such as in-person tutoring, in-person advising, in-person counseling, in-person exams, or in-person library research services. Although online-only students are not required to submit a form, submitting proof of vaccination has the benefit of qualifying them to win vaccine incentive lottery funds. It also means that they won’t be required to re-submit proof of vaccination if they choose to enroll in an in-person course in a future term.
A: Yes. Students who are online only and would like to come to campus for in-person services must meet the LCC Vaccine Requirement by submitting a Vaccination Status Reporting Form and register for In-Person Student Support. Register using Spring Term CRN 41442. This gives online-only students access to in-person services, including: in-person advising, in-person counseling, in-person tutoring, in-person exams, and in-person library research assistance. There are no fees or costs associated with In-Person Student Support registration and it will not appear on your Lane transcript.
A: Students and employees may request a medical or religious exemption from the vaccination requirement. Note that a request for medical exemption must be signed by a medical professional.
Keep in mind that if you request an exemption from the vaccination requirement, you will be required to:
- Participate in regular screening testing for COVID-19, and
- Quarantine for up to 14 days, or the length of time recommended by public health authorities, after an exposure to COVID-19.
A: Requests for medical exemptions will be reviewed for completeness and signature by a medical provider. Medical providers will not be contacted, but employees may be required to provide additional information if the form is not legible or complete.
A: Requests for religious exemptions will be reviewed for completeness in response to the question posed on the form. Submitters may be contacted to provide additional information if needed.
A: The COVID-19 vaccination is now available at no charge to anyone 12 years of age and older. To schedule an appointment:
- Lane County Public Health’s website has information on how to find a COVID-19 vaccine locally including vaccine clinics, pharmacies, and healthcare partners.
- Ask your primary care provider if they are offering COVID-19 vaccinations
- The LCC Student Health Clinic offers vaccination clinics for students and employees. Watch the website, Titan Times (student newsletter), Lane Weekly (employee newsletter), and social media for upcoming dates.
- If you do not live in Lane County, you can use the CDC’s Vaccine Finder to help find a COVID-19 vaccine near you.
A: If you received your vaccine in Oregon, your immunization was recorded in the state ALERT immunization record system. You may also request a copy of your immunization record (which will include proof of your COVID-19 vaccination status) using this form and emailing it to email@example.com or print and email it to:

A: If you are a student who is partially vaccinated, you may request an exemption in order to register for classes with an in-person component or to access in-person services on campus, such as in-person tutoring, in-person advising, in-person counseling, in-person exams, and library services. If you are not fully vaccinated and are not requesting an exemption, you will be asked to return to the form when you are fully vaccinated. Keep in mind that until you are fully vaccinated and have submitted proof of vaccination through the Vaccination Status Reporting Form, you will not be allowed to register for classes that include any in-person component, and will not be able to access in-person services on campus. If you are an employee who is partially vaccinated, you may either enter the date of your first vaccination and return to the form when you are fully vaccinated, or you may request an exemption. You must complete the form in one of the two ways in order to meet the vaccination requirement standard. If you have questions, please contact email@example.com.
A: Screening testing will be performed with assistance from a community medical care provider, and will be done through nasopharyngeal swab. Screening testing will be mandatory for unvaccinated individuals who work or attend classes at any campus location, regardless of the type of exemption requested. Testing frequency will be determined by the total number of students and employees who request an exemption from the vaccination requirement.
Test results will be confidential, and will be shared with the College only as required for contact tracing. However, the testing site may be outdoors in a central location, so it is possible that others will know that you have been tested.
More options for screening testing for students and employees are being explored now, and updates will be provided as soon as they are available.
A: There are multiple reasons why the College believes the vaccination requirement will provide a level of protection for students and employees.
First, without a mandate, there is no way for the College to require or track COVID-19 vaccination data for students and employees. By requiring all students and employees to submit proof of vaccination or request an exemption, we are able to collect data about percentages of vaccinated individuals. The College has been in close contact with Lane County Public Health and other public health authorities to gather recommendations about safety precautions in alignment with our total vaccination rate across campus. Current information about overall vaccination status will help the College make data-informed decisions about safety in a rapidly-changing environment.
Second, the College and the Board of Education strongly believe that vaccines, in concert with safety precautions like masking and handwashing, are our best defense against COVID-19 as a community. The College hosted many community vaccination clinics over the past year, because we know that vaccination can make our community safer. We also know that there are those in our community who have concerns or hesitancy about the vaccine, and we hope to make educational information available to any person in our community who still has questions about COVID-19 vaccination.
Finally, a vaccine mandate allows the College to direct limited testing resources to the population at the highest risk for infection. Unvaccinated students and employees will be subject to mandatory screening testing, which may help the College identify asymptomatic cases early and mitigate the spread of COVID-19. Unvaccinated individuals will also be required to quarantine for up to 14 days after an exposure.
A: Yes. Whether you had a COVID-19 illness that was diagnosed with a COVID-19 test (either the antibody or antigen test) or was diagnosed based on symptoms, it is still recommended to get the COVID-19 vaccine. Same if you had a COVID-19 antibody test that was positive. It isn’t yet clear whether antibodies developed from exposure or the disease will be as effective or as long-lasting as the vaccine.
A: Oregon Bureau of Labor and Industries (BOLI) says: “Equal Employment Opportunity Commission (EEOC) released guidance under federal law that makes it clear that employers may require workers to receive a COVID-19 vaccine – with limited exceptions. This is also true under Oregon law.”
A: The Equal Employment Opportunity Commission says: “The federal EEO laws do not prevent an employer from requiring all employees physically entering the workplace to be vaccinated for COVID-19, subject to the reasonable accommodation provisions of Title VII and the ADA and other EEO considerations discussed below. These principles apply if an employee gets the vaccine in the community or from the employer.”
A: Community colleges in Oregon operate as individual institutions, which allows for flexibility and responsiveness to the needs of their surrounding communities. In this case, there were a number of factors that led the LCC Board of Education to this decision. Some of the reasons include:
- Recommendation and advice from local public health authority,
- Increase student choice in terms of class modalities, to support engagement and academic success,
- Ready availability of COVID-19 vaccine within the area from a variety of sources, and an on-campus Student Health Clinic to support vaccination coordination,
- Effective and continued vaccination outreach within Lane County to BIPOC populations, who may be disproportionately impacted by the health and economic effects of COVID-19, may have an increased risk of contracting COVID-19, and may experience poorer health outcomes if they do contract the disease,
- Recommendation from the Reopening Advisory Team, a group of students and employee representatives from LCC employee working groups (faculty, classified, and management) charged with advising the college on COVID-19 precautions and college under the Governor’s emergency order 20-28,
- Protecting medically-vulnerable students, employees, and community members who are unable to be vaccinated or are vaccinated but still at high medical risk for serious illness if they should contract COVID-19,
- Emergence and transmission rates of the Delta variant, which poses a new threat in terms of COVID-19, especially for unvaccinated individuals,
- Reopening of travel within the US and internationally, which creates a higher risk to the LCC community in terms of communicable disease in general,
- Likelihood that full FDA approval for one or more COVID-19 vaccines will move from Emergency Use Authorization (EUA) to fully approved status within months of August or September 2021,
- Decision by University of Oregon, Oregon State University, and Pacific University (where a majority of our transfer and dually-enrolled students attend) to impose a vaccination requirement for students and employees in the Fall 2021 term, and
- Civic responsibility to our greater community in Lane County to support vaccination and increase the total percentage of vaccinated individuals within the population to reduce overall occurrence and transmission of COVID-19.
