Purpose of Classification:
Responsible for providing advanced professional, technical and analytical human resources functions. Manages programmatic and project work which is dedicated to core Human Resource areas.

The Human Resources Analyst 2 positions are distinguished from Human Resources Analyst 1 positions by the consequence of error, degree of technical application, complexity, sensitivity, autonomy, college and community wide scope, and the depth and diversity of assignments. Positions in the Human Resources Analyst 2 are capable of significant integration of tasks; applying principles and using reasoning and logic to analyze problems, explore alternatives and implement the appropriate solution. These positions are highly competent at interpreting and communicating information, ideas, and instructions to technical and non-technical Human Resource users.

Work is performed in accordance with the College's mission, vision, and core values.

Essential Functions:
In addition to all duties enumerated in the Human Resources Analyst 1 classification, positions in this class are responsible for the following essential functions

Coordinates and administers assigned program(s) within specific human resources assignments such as ADA, affirmative action/Equal Employment Opportunity, benefits administration, classification and compensation, leave of absences. payroll, recruitment and selection, retirement, and worker's compensation.

Serves as primary contact in area of assignment(s). Coordinates, leads, and administers assigned program(s) within the human resources function which includes monitoring and evaluating compliance with state and federal regulations and analyzing, planning, implementing, administering and evaluating projects and services impacting College operations. Provides strategic and technical expertise to support and enhance decision- making.

Tracks regulatory and legislative change affecting human resource functional area(s) and recommends updates and actions to ensure compliance; facilitates communication to executives, manages and staff. Acts as a consultant and provide training to other human resources staff regarding rule and regulation updates.

Generate critical Human Resources reports, statistics and communications ensuring federal and state deadlines are complied with; Perform in-depth quantitative and qualitative analysis to determine effectiveness of program and/or to meet goals

Acts as liaison and point of service resource between external service providers and employees. Assists in the management of external services providers service contracts and performance. Ensures vendors are meeting contractual and performance expectations. Follows up and seeks resolution of any issues or disputes.

Leads and adapts to change management processes including college practices, human resources workflow assignments, teamwork and technology. Identifies department and College staff training needs and develops and facilitates training on applicable topics.

Facilitates, leads or actively participates in internal and external meetings representing Lane Human Resources and Lane Community College.

Participates collaboratively to evaluate, problem solve and revise existing processes and procedures to improve customer service efficiency and effectiveness; participates in short and long-range planning, develops goals, aligns work with college mission, vision values and strategic directions

Implements and/or tests HRIS software and tools, maintains website(s) in assigned areas. May monitor area-specific budgets and accounts. Ensures schedules of retention are complied with in responsible area(s).

Minimum Qualifications:
A bachelor's degree in human resources management, public administration, business or a field closely related to the scope of assignment. Five years of progressively responsible professional experience, three years of which are within the area(s) of specific assignment.

Equivalent combination of training and experience will be considered qualifying.

Knowledge, Skills and Abilities:
Knowledge of: applicable human resources principles and practices in assigned area(s) of responsibility; applicable Federal, State, and local laws, regulations, codes and statues; research and analysis methodologies; employee relations principles and practices; collective bargaining processes and procedures; mediation, facilitation, and conflict resolution techniques; records management rules pertaining to human resources ; investigative and fact-finding principles; organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs.

Skill in: presenting findings in a concise format; maintaining compliance with constantly changing laws and regulations; communicating sensitive and complex information; maintaining confidentiality; speaking in public; resolving conflict and mediating difficult situations; development of positive and collegial working relationships; the proficient use of computer software programs including database, spreadsheet and word processing applications ; handling multiple tasks simultaneously; developing and conducting training and information sessions

Ability to: effectively coordinate complex and comprehensive projects; comprehend, interpret, and apply complex technical and legal information and to apply College policies and procedures to day-to-day operational issues and problems; develop goals and objectives to processes directly impacted by changes to law; think independently and adapt to and anticipate changing needs; project consequences of proposed actions and implement recommendations in support of goals; evaluate and develop improvements in operations, procedures, or methods; effectively use oral and written communications to communicate complex technical, legal, and sensitive information to managers, employees, prospective employees, and external service and regulatory agencies; communicate, work, and collaborate effectively with diverse academic, cultural and ethnic backgrounds of college staff, faculty and students; plan and organize meetings and training sessions; maintain complete confidentiality under any circumstance; work collaboratively as a member of a team with active and appropriate participation; handle conflict situations and keep focus on facts and problem resolution; attend meetings and trainings as required; and work safely in operating equipment and/or performing duties to prevent injury to self and others.

Physical Demands:
While performing the essential functions of these positions, employees in this classification may be required to sit, stand, keyboard, write, listen, and speak for extended periods of time. Work involves concentrated mental and visual attention for sustained periods of time. Work may require transporting materials up to 25 pounds.

Working Conditions:
Positions in this classification work indoors. These positions are exposed to usual office working conditions including office noises and interruptions, such as printers, telephones, and visitors. These positions may work with individuals who may be hostile or abusive. Positions in this classification may work evenings and occasional weekends.

Some positions in this class may work within a formal work team organizational structure. Positions in this class also have project/program management responsibilities for the functional areas listed above which are carried out with a high degree of autonomy and accountability for program results.

Positions functioning within a work team structure require each position to work in an interdependent manner in planning and coordinating work of a team, while actual tasks may be performed by individual team members in a fashion requiring a high degree of independent judgment and decision making within established policies and legal parameters. As a member of a work team, participates in identifying work priorities with reference to College and department goals and strategic directions; schedules the work of a team with reference to deadlines and priorities; participates collaboratively in function-specific and cross-functional teams to evaluate, problem solve and revise existing processes and procedures to improve customer service efficiency and effectiveness; participates in short and long-range planning; develops and evaluates team goals.

Tools and Equipment Used:
In performing the essential functions of the position, the following tools and equipment may be used: laptop and desktop computers, various computer hardware and software, copiers, printer, scanners, fax machine, telephone; and other related tools and equipment.

Supervision:
Works under the general direction of a manager who sets forth broad working policies and program objectives. Positions in this class are responsible for establishing their own work procedures and priorities within broad guidelines. Many assignments are self generated based on a knowledge of work processes and results that must be achieved. Work results are evaluated periodically by the manager to assess results obtained and for conformance to overall program goals and professional standards. Review of work in progress is generally in the form of collaborative consultation and resolution of problems rather than setting forth specific direction and procedures for employees to follow. Positions in this classification have a high consequence of error that may have a College-wide scope.

Positions in this class use a high degree of accuracy, independent judgment and discretionary decision making with respect to the functional areas listed above, policy interpretation and team work planning, and are able to identify confidential and other sensitive matters and to protect access to information particularly with respect to complex, confidential and sensitive policy and work culture issues.

Positions in this class may lead the work of others by assigning tasks, training, providing priorities, and monitoring work results of classified, hourly classified and student workers.
