General Characteristics:
A Facility Planner is responsible for all aspects of planning, design, bid development, budget and day-to-day management, for College remodeling and construction projects; interviews staff to determine facility needs; conducts feasibility studies and facility oriented research; develops long-range facilities plans; ensures compliance with contract material and method specifications and applicable regulations and codes; develops drawings and design specifications for projects, schedules work, obtains price quotes on materials and develops the budget for proposed projects; schedules contractors and staff on projects; does related work as required. The Facility Planner 2 is distinguished from the Facility Planner I by its overall emphasis on architectural design and the greater professional accountability for compliance with building codes and sound construction practices. Work requires structural design, architectural drafting, specification . development, budgeting and coordination skills, as well as knowledge of sound construction principles and practices. Work requires good communication skills to work with staff to determine College facility needs and to assure that design specifications and applicable regulations/codes are followed by outside contractors. Physical strength and agility are required to carry and work on ladders or in confined spaces. Working conditions include working at heights.

Examples of Work:
Determines facility remodeling and construction needs and feasibility of projects; interviews staff to determine their needs; meets with departmental staff in groups to discuss specific design problems and needs related to noise reduction, lighting, furniture and the type of work that is performed in the space; conducts feasibility studies; conducts other facility related research including inspection of proposed sites, existing utilities, traffic patterns and other limiting factors; coordinates with managers to develop long-range plans for facilities.

Creates design solutions and options that meet specified needs, conform to sound construction methods and comply with applicable codes; assists managers in reaching final design decisions; develops necessary architectural drawing calculations and blue- prints; develops material quality and construction method specifications; obtains necessary product literature and materials/services price quotes from suppliers; prepares budget estimates for projects; obtains all necessary building permits.

Coordinates and schedules day-to-day work of skilled trades staff and contractors on specific construction projects; coordinates relocation of staff displaced during remodeling; inspects projects for conformance with plans and specifications; prepares reports on progress of projects; approves change requests; answers questions. and resolves problems with suppliers, contractors and staff.

Knowledge, Skills and Abilities:
Knowledge of architectural design and structural engineering principles and practices; knowledge of all applicable building, environmental impact, plumbing, electrical, safety and fire codes; knowledge of heating, cooling, electrical and mechanical systems; knowledge of construction materials and practices; knowledge of and skill in producing architectural drawings and calculations; skill in both manual and computer aided drafting (CAD); skill in the operation of a typewriter, microcomputer, calculator, drafting equipment, copier, blueprint machine, lettering machine, laser level, truck, van, and other required equipment; ability to interpret building codes and regulations and apply them to specific projects; ability to establish and maintain effective working relationships with staff, regulatory agencies, suppliers and outside contractors; ability to communicate effectively orally and in writing; ability to analyze information to identify facility needs; ability to design solutions to facility problems and propose options; ability to negotiate acceptable solutions to problems which arise during construction/remodeling projects; ability to accurately assess the impact of construction changes and material substitutions; ability to work at heights of up to 50 feet; ability to climb ladders, bend, stoop and work in confined spaces to inspect construction; ability to work safely.

Supervision:
Reports to and works under the general supervision of the Superintendent of Facilities Management and Planning. Work is performed independently according to sound architectural principles and applicable codes. The supervisor provides priorities, problem-solving assistance and budget parameters. Work is reviewed by results obtained.

This position may have responsibility for the assignment of work, prioritization of tasks, monitoring of duties, and training of student assistants. This position schedules the work of contractors and skilled trades positions on specific remodeling projects.

Minimum Qualifications:
A bachelor's degree in architecture or a related field is required. Three years of related experience in project design and construction is required. Current registration as an Architect in the State of Oregon is required. A current Oregon driver's license is required.

There is no acceptable substitution for the required registration.

Equivalent combination of training and experience will be considered qualifying.
