Purpose

This procedure describes the responsibilities of the department administrator toward volunteers. It also lists the circumstances under which active College employees may perform volunteer work for the College. The mission of Lane Community College is enhanced by the active participation of citizens of the community. To this end, Lane accepts and encourages the involvement of volunteers at all levels of the institution and within all appropriate programs and activities. Volunteers perform supplemental tasks that generally would not be completed without volunteer assistance. Volunteers are not to be used to eliminate the need for, or take the place of, paid staff.

Narrative

Department administrators are responsible for certifying that all volunteer work is performed:

  1. At the volunteer's own initiative, and
  2. Without any expectation of pay.

College employees may occasionally work for the college as volunteers, provided the following conditions are met: 

  1. The work performed is not the same type of work the employee performs in the course of regular employment, and
  2. The work is performed outside the employee's normal work hours.

If the conditions above are not met, the individual must be compensated for the hours worked, either as an employee or an independent contractor (see Employment Categories and/or Independent Contractors: Definitions).

It is the department manager's responsibility to make certain that new volunteers are provided an orientation to the college and to their rights and responsibilities as college volunteers and that the Volunteer Waiver of Liability form is signed and kept on file by the department.

Definitions

Volunteer - anyone who chooses to perform services for the College without compensation or expectation of compensation, and who performs a task at the direction of and on behalf of the institution. A "volunteer" must be officially accepted and enrolled by the institution prior to performance of the task.
