Purpose

This procedure describes general rules for non-motorized vehicles, exceptions, and storage options for non-motorized vehicles.

Narrative

The College is responsible for making adequate provision for the safety and security of students and staff. The use of scooters, skateboards, roller skates, rollerblades and similar items is prohibited on all Lane Community College property.

Bicycles

Bicycles may be ridden in areas specified for motor vehicle traffic and in areas of the inner campus where pedestrians travel. Bicycles may be ridden in any outside campus area suitable for pedestrians with the exception of stairs, athletic areas, or any other restricted area.

Bicyclists who ride in a reckless manner, or in a manner that endangers the safety of others, may be cited by Public Safety officers.

Bicycles may not be ridden on the trails or non-paved areas of the campus.

When on roadways, bicyclists must follow all laws and regulations that apply to automobiles, as well as those that apply specifically to bicyclists.

The only exceptions to this policy are specially trained Public Safety Officers who are certified for the Public Safety Bicycle Patrol and who are performing patrol or emergency response activities.

Other Non-motorized and Unlicensed Motorized Vehicles

The use of scooters, skateboards, Segways, roller skates, rollerblades and similar items is strictly prohibited on all Lane Community College property.

The only exceptions to this policy are specially trained Public Safety Officers who are certified for using the electric, motorized patrol vehicle (T-3) and who are performing patrol or emergency response activities.

Storage of Non-motorized Vehicles

Bicycles should be secured in a bike rack with an appropriate locking device. They may not be secured to stairways, light poles, fixtures, and parts of buildings not intended for bicycle storage or security.

Violators of this rule may have their bicycles impounded (locks forcibly removed) and will be fined.

Lane Community College does not assume any liability for lost/stolen bicycles or other items on college property.

Bicycles may not be stored inside any building belonging to Lane Community College except where specific provisions or permissions for such storage (i.e. bicycle storage rooms) have been made.

Exceptions may be made, upon request to the Division/Department Chair, for storage in a non-public area of a building. Such requests should document that transporting the bike to that location, and storage in that location does not present a potential hazard to others using the building or create custodial service issues. Public Safety shall be notified when such an exception is made.

Definitions

Non-motorized vehicles/Unlicensed motorized vehicles – Bicycles, Segways, T-3, scooters, skateboards, roller skates, rollerblades and similar items.
