General Characteristics:
A Student Advisor II has primary responsibility for coordinating with outside regulatory, educational or social service agencies; provides academic advising services, testing services, evaluation of life experiences for college credit, international student admissions, mechanical technologies or veterans, program services; performs the duties of a Student Advisor 1 or Assessment/Testing Specialist as needed; does related work as required. Work requires considerable judgment and negotiation skills to evaluate information and determine transferability of courses between LCC and colleges in the U.S. or in other countries and to evaluate test results, foreign financial data, life experiences and military documents. Work also requires considerable interpersonal communication skill to clarify and explain test results, laws, policies and regulations and to help students identify their educational and career goals and advise them concerning varied options for training and resource referral. Work also requires extensive knowledge in the area of specialization, such as veterans' programs, international student admissions/immigration, Federal Aviation Administration (FAA) regulations, State curriculum guidelines, testing, transfer of academic credit to other institutions or credit for life experiences. operating microcomputers and other office equipment requires manual dexterity and good visual acuity.

Examples of Work:
Negotiates with admissions directors and division/department chairs from four-year institutions to determine and document transferability of College courses; develops and maintains a list of LCC courses meeting four-year institutions' graduation requirements; coordinates the updating and distribution of curriculum and admissions information used by advisors and counselors in the Counseling/ Advising Center.

Interprets and communicates federal immigration law pertaining to Fl and MI international students to College staff, community and prospective students; keeps informed of changes in the immigration law; represents the College in all matters relating to Fl and Ml students such as admissions, school transfers, employment authorization and health insurance.

Evaluates prospective international students' past academic record and English language proficiency by examining documents including transcripts, leaving certificates and government exams from other countries, T.O.E.F.L. test scores, financial documents and other records; checks documents for accuracy, validity and correct signatures; determines transferability of courses and appropriate placement of students.

Serves as academic advisor to all students in the mechanical technologies programs; assists students in entering a specific program; authorizes course substitutions for programs in the department; coordinates special needs and services for veterans; appoints the student scholarship committee and develops screening guidelines; serves as liaison to State of Oregon Employment Division, State Department of Education and FAA inspectors.

Conducts student intake and provides support; reviews Life Experience Assessment Program (LEAP), immigration, veterans' or other special requirements with student; evaluates prior work experiences (work, volunteer, military service, noncredit courses, etc.) and past education for program credit, applicability to College degree programs and VA reporting requirements; describes required documentation for adult diploma or for maintaining status with VA.

Provides academic advising to students; helps students to negotiate transfer of credits to other educational institutions; meets with students and assists them in developing an academic plan; helps students select courses; prepares student's Certificate of Enrollment and Change of Status report to assure that veterans' benefits are maintained; assigns appropriate veterans' code; assigns, corrects and documents competencies for the LEAP program; notifies students whenever they register for a course which could result in a reduction of their VA payments.

Ensures the College is in compliance with federal, State and local regulations and guidelines affecting areas of specialization, including Department of Veterans' Affairs (VA), Immigration and Naturalization Service (INS), Department of Education curriculum and academic credit, Life Experience Assessment Program (LEAP), National Office of GED, Financial Aid, Federal Privacy Act, Credit by Exam program and Federal Aviation Administration; writes, edits and updates manuals of policies and procedures and/or program materials and handouts on new or changed procedures.

Manages Testing or Veteran's office including training staff, assigning and prioritizing work; develops procedures, guidelines and instructions for registering veteran's, test administration, scoring and interpretation; assists students in making appropriate course selections that fit their academic goals; manages FAA, Credit by Exam and GED testing programs; interprets test results to students and faculty, including results of item-analysis.

Knowledge, Skills and Abilities:
Knowledge of special program rules, regulations, guidelines and pertinent statutes; working knowledge of automated systems related to area of specialization; knowledge of campus and community resources; knowledge of and skill in the operation of office equipment including typewriter, copier, microcomputer, calculator and microfiche reader; knowledge of College academic programs and Oregon transfer programs; knowledge of group dynamics, learning styles, student self-assessment and enhancing long-term potential for success; knowledge of testing theory and procedures; skill in negotiating; ability to use active listening techniques to solve students' problems; ability to apply the knowledge of programs to students' situations and to provide students with accurate advice and appropriate referral; ability to interpret test scores with appropriate use of norming data; ability to discuss and interpret item analysis data on teacher made tests, as required by the position; ability to read, understand and interpret four year program requirements; ability to communicate information and work effectively with students of varied ethnic and socioeconomic backgrounds; ability to communicate effectively orally and in writing; ability to contact community service agencies and establish networks; ability to facilitate groups for training and special program orientation; ability to teach goal setting and strength identification; ability to gather and organize information; ability to work safely.

Supervision:
Reports to and works under the general supervision of a division/department chair or other supervisor. Work is performed with considerable independence using judgment concerning applicability and interpretation of laws and regulations. Work is reviewed for the accuracy of advice provided to students.

This position may have responsibility to assign tasks, provide priorities, train and monitor work of Assessment/Testing Specialists, office support staff, student assistants and volunteers.

Minimum Qualifications:
Two years of post-secondary education with course work in psychology, counseling education, human resources or a related field is required. Three years of related experience is required. This experience should be at the level of an Assessment/Testing Specialist, Degree Evaluator or Student Advisor I and provide an understanding of varied college programs, transcript evaluation, requirements of four-year colleges, special program requirements, interpersonal communication skills, group dynamics, assessment/testing procedures and/or campus resources. At least one year of this experience must be in the specialty area.

Equivalent combination of training and experience will be considered qualifying.
