Purpose of Classification:

Observe, report, and safely intervene when the safety and security of all Lane properties, students, faculty, staff, and visitors are compromised. Work is performed in accordance with the College’s mission, vision and core values.

The Public Safety Officer 2 classification is distinguished from the Public Safety Officer 1 by the assumption of one or more major, ongoing administrative procedures in addition to the general characteristics outlined.

Essential Functions:

In addition to all duties enumerated in the Public Safety Officer 1 classification, positions in this class are responsible for one or more of the following: scheduling officer staffing, including determining the staffing needs for special events on campus; assuring that department communications and procedures are clearly communicated, adhered to, and understood by all shifts; coordinating the department’s use of technology and communication equipment; oversight of public safety volunteers and student workers; report review; vehicle care and maintenance; procurement and issuance of uniforms, equipment, and supplies; and department wide training and training documentation of all officers.

Identifies officer and administrative staffing needs for all shifts and coordinates officer and administrative staffing to provide appropriate coverage, ensures fair access to overtime and additional assignments, and controls staffing costs. Prepares staffing plan for Facility Operation Manager’s approval.

Coordinates and schedules student workers and volunteers.

Works with sponsoring groups and involved campus departments to coordinate the public safety aspects of special events on campus, which can range from a one-time VIP guest to a large event open to the general public. Identifies safety concerns and develops plans for addressing those needs within the context of the event.

Coordinates the citation hearing process.

Coordinates department communication between shifts and assures that important information is passed down. Assures that departmental policies and procedures are consistently understood and followed by all shifts. Makes recommendations for department policy and procedure updates and improvements.

Performs initial review on all reports to outside law enforcement agencies and submits reports to Facility Operation Manager for review and approval.

Coordinates department technology and communication equipment acquisition and maintenance, including problem solving initial and intermediate technology problems.

Maintains statistics for the Clery Act compliance and maintains department Website.

Conducts on campus investigations of violations of computer use guidelines.

Assures the training of all new officers meets department standards, including providing DPSST certified training.

Assures that all officers are properly trained on any equipment on their duty belt or used in their job duties.

Develops training opportunities for officers including an individual plan for each officer.

Assures compliance with all training and certification requirements, including but not limited to: DPSST Certification, CPR, First Aid, Blood Borne Pathogens, and current Driver’s License.

Coordinates vehicle care and maintenance plan ensuring that vehicles are appropriately maintained and properly cared for by officers.

Researches best practices and makes recommendations. Provides public safety expertise to various campus committees and boards.

Makes presentation regarding personal safety techniques and campus watch program to students, faculty, staff, and guests of the campus.

Models and supports community oriented policing model.

Performs inspections of campus; secures campus gates, doors, building perimeters; monitors and reports suspicious activities; utilizes available resources and “best practices”, minimize personal risk and injury while providing public safety responsibilities for students, staff, faculty, and visitors; promotes team building and department effectiveness through professional communication, timely response, and through customer service activities; properly executes and demonstrates personal protection tools and safety equipment; supports a cohesive and synergetic supportive relationship between staff including custodians and staff within the Facilities Management and Planning department.

Auxiliary Functions:

Work is performed within the applicable College and departmental policies, procedures, and priorities.

May assume responsibility for coordinating one or more ongoing Departmental administrative tasks or special programs. May participate in orienting and training new officers. May provide DPSST certified training.

Acts as the Operations Manager in his/her absence.

Does related work as required.

Minimum Qualifications:

High school graduation or the equivalent is required. Two years of law enforcement or security experience is required. One year of which must have been at Lane Community College as a Public Safety Officer. This experience must involve working in an environment where human relations, interpersonal and problem-solving skills are used. A current Oregon driver’s license and current first aid/CPR card are required. Must be DPSST Certified as a Public Safety Professional. All employees in this classification must be able to pass a completed medical examination indicating the ability to complete the physical elements of the classification description. Must not have been convicted of a felony or any crime involving false statement or dishonesty within the last 15 years. Must meet college requirements for driving a college owned vehicle.

There is no acceptable substitution for the experience requirement. Equivalent combination of training and experience will be considered qualifying for education.

Knowledge, Skills and Abilities:

Knowledge of: Law enforcement or security patrol procedures; investigative procedures; public safety issues in an educational setting; and skill in applying effective human relations, interpersonal and problem-solving procedures.

Skill in: Planning work, assigning tasks, prioritizing work, setting work schedules, conducting on-the-job training, and locating cost effective training resources.

Ability to: Provide positive and constructive feedback; plan work assignments and set priorities; organize and present training; become DPSST Certified; find and present cost effective training opportunities; operate two-way radios; learn and apply knowledge of Oregon Criminal Statutes; write clear and concise reports; operate a patrol vehicle safely; make rapid and accurate decisions during emergency situations; learn and remember building entrances, exists, and the layout of the campus; assess potentially dangerous situations; pursue and subdue subjects; participate in the harmonious and equitable distribution of workloads during shifts staffed with two or more Public Safety Officers; effectively respond in an emergency and, either individually or in cooperation with College staff and emergency responders, evacuate persons, including persons with disabilities; provide appropriate first aid, including using and AED, and manage emergency situations to help insure the safety of all persons; communicate effectively and respectfully to students, staff, and the public from diverse backgrounds; work in a team setting; safely transport 50 pounds at least 20 feet; work any shift and/or weekends; and work safely in operating equipment and/or performing duties to prevent injury to self and others.

Physical Demands:

While performing the essential functions of these positions, the employee is required to patrol campus in motorized vehicle and on foot, ascending and descending steps and ramps; occasionally transport up to 50 pounds for at least 20 feet. Campus Public Safety Officer work requires normal mental and visual attention and activities that require manual coordination for frequent periods of time.

Working Conditions:

Working conditions include exposures to violent, hostile, or emotionally unstable individuals and potential exposure to body fluids. These positions are typically exposed to any number of elements with one continuously present to the extent of being objectionable. Positions may require the ability to work any shift and/or weekends.

Tools and Equipment Used:

In performing the essential functions of the position, the following tools and equipment may be used: patrol vehicle, two-way radio, remote alarm equipment, cameras, laptop and desktop computers, various computer hardware and software, palm pilot, printer, fax machine, telephone, and other related tools and equipment.

Supervision:

Reports to and works under the general supervision of the Public Safety Director. Work is performed independently using knowledge of applicable procedures, rules, regulations and statues. Work is reviewed only periodically to assure conformance with established policies and to measure results.

Positions in this classification may coordinate and lead the work of employees in the Public Safety Officer 1 classification, hourly employees, and student assistants.
