General Characteristics:
A Project Coordinator is responsible for coordinating a major project/program for the College by developing goals and objectives, long-range plans, grants and operating policies and procedures; directs assigned positions in implementing procedures to accomplish project/program objectives; prepares and administers the budget; evaluates project/ program results obtained; ensures compliance with all project/program, local, state and federal agency regulations, policies and procedures; may act for the chair in his/her absence within defined scope; does related work as required. The Project Coordinator is distinguished from the Project Specialist II by having overall responsibility and authority for project/program planning, goal setting and for leading the work of assigned positions. Positions in this job class have the authority to make decisions on sensitive matters within the scope of assigned work. Work requires a considerable knowledge of the project/ program area, planning, budget development and justification, writing, analysis of data, skill in leading the work of others, excellent organizational and communication skills and the ability to negotiate resolution of issues and/or make contact with staff, students, businesses, community organizations, councils and funding agencies.

Examples of Work:
Based on funding agency guidelines and College administrative policies, establishes procedures, sets priorities and directs the total operation of the project/program; supervises the day-to-day operation of the Dislocated Worker, welfare Reform, Transitions to Success, Technology Access for Life Needs (TALN), Disabled Student Services or other contracted or federally mandated program; establishes long and short-range goals and objectives; writes proposals and grant applications; writes and monitors contracts with subcontractors; generates additional funding through grants, in-kind contributions and employer contracts to satisfy funding match requirements; evaluates staffing needs, screens applicants for positions, arranges for hourly instructors and updates job descriptions and work assignments as necessary; plans, schedules, assigns, trains, directs and provides substantial input into evaluations of assigned staff.

Develops and administers annual budget and capital outlay requests; monitors project/program compliance with applicable local, State and federal laws, policies, procedures and regulations; assures College compliance with federally mandated regulations concerning access to programs and facilities for individuals with disabilities (e.g. Americans with Disabilities Act and Rehabilitation Act of 1973, section 504); recommends changes in College procedures and policies; evaluates and revises the project/program policies and procedures manual; evaluates project/program effectiveness in achieving goals;. assures that required budget and/or progress reports are prepared in a timely manner. Assesses needs of clients or other service recipients and develops procedures to deliver Services; coordinates or provides direct assessment, advising, advocacy, case management, crisis intervention and referral to clients; develops, provides and/or Coordinates training opportunities and other events for staff and target audience that are related to project/program goals, serves as chief liaison and advocate for the project/program with College departments, the community and other agencies; promotes the project/program within the College and community through public presentations, media interviews and written materials; establishes and coordinates with advisory committees; establishes network relationships with individuals, coalitions, private and public agencies working with issues related to the goals of the project/program; represents the College at evaluation and budget negotiation sessions related to project/program funding; provides technical assistance to College staff and outside agencies on matters related to the project/program.

Coordinates with other agencies to ensure that the College's obligations are met; works with representatives of State, federal and/or local agencies on delivering services.

Knowledge, Skills and Abilities:
Knowledge of and skill in applying management principles and practices; knowledge of affirmative action, College hiring procedures and contract provisions; knowledge of and skill in interpreting and applying the principles, practices, rules, regulations, policies and procedures of the area coordinated; knowledge of and skill in use of American Sign Language may be required; knowledge of and skill in project/program planning, development, administration and evaluation; knowledge of community resources for referral of special needs; skill in applying supervisory principles and practices; skill in facilitating conflict resolution; skill. in the operation of equipment such, as microcomputer, video camera and VCR; skill in the use of word processing and database software; skill in the use of active listening, assertiveness, problem solving and public relations techniques; skill in managing time, staff and resources for efficient operation of the project/program; ability to use independent judgment, make critical decisions and exercise leadership; ability to effectively and efficiently coordinate the project/program assigned; ability to develop and administer budgets and grants; ability to analyze program data and make decisions based on the data; ability to effectively direct the activities of assigned positions; ability to effectively advocate for the project and represent the College in a professional manner; ability to communicate effectively orally and in writing; ability to work effectively with and understand the issues and factors that affect individuals of varied ethnic and socioeconomic backgrounds; ability to work effectively with staff, students and representatives from State, federal and/or local agencies as required by the position; ability to work with special populations as required by the position; ability to work independently and as a member of a team; ability to design training for and teach adult students of varied socioeconomic backgrounds; ability to drive a car or van as required by the position; ability to work safely.

Supervision:
Reports to and works under the overall policy guidance of a department chair or other supervisor. Work is performed independently based on previous knowledge and professional judgment, according to local, State and federal regulations, applicable laws, College policies and program guidelines. Work is reviewed by the supervisor for the effective coordination of the project/program and the quality of services provided to the target population by staff.

This position coordinates and leads the work of Administrative Specialists, Assessment/Testing Specialists, project specialists, interpreters, student advisors, office support positions, hourly employees, volunteers and/or student assistants. This position plans work, assigns tasks, provides priorities and trains staff. This position is available to answer questions and troubleshoot problems on a daily basis and may have substantial input into hiring decisions and performance evaluations.

Minimum Qualifications:
A bachelors degree with course work in accounting, human resources, evaluation, research, education, social work, psychology, technical report writing, management principles, planning and in content related to the project/program area is required. Three years of experience in coordinating or providing services in the particular project/program area is required. One year of the required experience must be in a lead or supervisory capacity. Some positions may require a current Oregon driver's license and/or specific job-related skills such as the ability to use sign language.
