General Characteristics:
An HVAC Technician is responsible for the efficient operation, repair and maintenance of the College's heating, cooling and ventilation plant and related mechanical/electrical operating systems; schedules and assigns the work of Electricians and Maintenance Workers; checks work and ensures that assigned duties are completed on schedule; develops bid specifications for HVAC, mechanical and electrical contracts; responsible for obtaining all necessary supplies and materials; schedules and checks the work of electrical/mechanical and HVAC contractors; does related work as required. Work requires project design, budgeting and coordination skills, as well as extensive knowledge of heating, ventilating and cooling systems. Work requires the ability to analyze and troubleshoot problems with the mechanical, electrical and plumbing systems related to heating, ventilating and cooling on the campus. Physical strength and agility are required to lift and carry ladders, power tools and electrical equipment, work at heights and in confined spaces. HVAC maintenance and repair requires good visual acuity and eye-hand coordination. Working conditions include standing for extended periods of time, working at heights, exposure to inclement weather and to high voltage electricity. Positions require the ability to be available twenty-four hours a day for emergency response.

Examples of Work:
Sets controls on and monitors boilers, chillers, heat recovery machines, multizone units, pumps and fans for all campus buildings; programs central plant computer system; performs chemical tests on heating water in boilers/heat exchangers and water in cooling towers, chillers and other plant systems; monitors and programs HVAC control for off-campus centers through computer system; monitors operation of fire alarm systems; operates master clock system; maintains energy conservation programs.

Serves as main contact person for all problems with HVAC, mechanical and electrical systems; conducts diagnosis and repairs for all central plant control systems; troubleshoots problems with electrical distribution, transformers, panels and connected devices.

Identifies, prioritizes, directs and participates in the routine electrical and HVAC related maintenance to the central plant.

Develops specifications and obtains quotes for materials, equipment and services for HVAC, mechanical and electrical work; develops maintenance contracts for system controls, elevators, plant equipment and other services. Reviews plans, works with engineers and building inspectors, inspects work and directs electrical/mechanical/HVAC related work of contractors and Campus Services staff for construction and remodeling projects; performs special assignments as directed.

Knowledge, Skills and Abilities:
Knowledge of and skill in operation, maintenance, chemical testing and repair of boilers, chillers, cooling towers, pumps, computerized HVAC central plant and auxiliary equipment; knowledge of and skill in all phases of HVAC, mechanical and electrical installation and repair; knowledge of and skill in training and monitoring performance of staff; knowledge of and skill in applying occupational safety precautions and practices; knowledge of and skill in the operation of electronic testing equipment; knowledge of and skill in operating a variety of hand and power tools; knowledge of and ability to program computerized control system for HVAC; knowledge of and skill in working on building remodeling projects; ability to develop specifications and obtain quotes for materials, equipment, and services; ability to communicate effectively orally and in writing; ability to develop and assist in the development of maintenance contracts for system controls and other plant equipment; ability to troubleshoot plant equipment problems and to resolve problems in an efficient and timely manner; ability to clearly see dials to monitor and adjust settings; ability to develop blueprints, wiring diagrams, technical instructions and other directions; ability to operate a forklift, boom and scissor lifts; ability to use ladders safely; ability to work at heights of over 50 feet and overhead; ability to lift and carry ladders, power and hand tools and HVAC/electrical equipment, such as pumps, valves and rolls of wire weighing up to 100 pounds; ability to stand for extended periods; ability to perform work involving kneeling and bending; ability to drive safely; ability to work in inclement weather; ability to be available twenty-four hours a day for emergency response; ability to work safely.

Supervision:
Reports to and works under the general supervision of the Superintendent of Facilites Management and Planning. Work is performed independently according to trade practices, College and departmental policies and applicable state and federal regulations. The employee and the Superintendent discuss priorities and major equipment upgrades, energy conserving measures, equipment malfunctions or replacements. Work performance is reviewed for the proper, safe and efficient operation of the HVAC plant and College electrical and mechanical systems and timely completion of special projects assigned.

This position coordinates and leads the work of electricians, maintenance workers and hourly employees.

This position plans work assigns tasks, trains, provides priorities and is available to answer questions or troubleshoot problems on a daily basis.

Minimum Qualifications:
High school graduation or equivalent supplemented by training on computerized HVAC systems, such as Honeywell, is required. Five years of experience at a journey level is required. Three years of the experience should include operating, maintaining and repairing a computerized HVAC system and electrical systems in an institutional setting. At least two years of the experience should involve leading the work of Electricians and should include responsibility for scheduling and monitoring the completion of projects, ordering supplies and materials and maintaining electrical equipment. A current Oregon driver's license is required. A current Oregon General Journeyman Electrician License is required.

Equivalent combination of training and experience will be considered qualifying.
