General Characteristics:
A Facilities Specialist works on a team that develops and schedules projects related to specific areas such as floor coverings, window coverings, and campus signage. A Facilities Specialist coordinates the recycling program and the surplus property program; develops special reports; obtains price quotes on materials; develops budget proposals, and does related work as required. Work could require computer drafting, graphic design, knowledge of administrative procedures including planning, budgeting, data analysis and maintaining a filing system. Work requires excellent communication skills in order to work on a team dedicated to planning efforts such as remodeling; work with all staff on planning functional and visually appealing remodeled spaces; ensure that outside contractors and vendors follow specifications. Promote recycling and surplus property activities on campus. Work includes being a part of a constant effort to bring the college to sustainable practices. Work requires active participation on a planning team that works closely with other facilities staff.

Physical strength is required to lift and carry heavy boxes, supplies, and materials weighing up to 50 pounds; ability to bend, stoop and work at heights of up to 32 feet. Skill in the safe operation of a forklift, pallet-jack, hand-truck and delivery vehicle is required.

Examples of Work:
Maintains a priority list of areas in need of new floor coverings; develops specifications for, schedules, coordinates, and monitors installation of floor coverings, window coverings, and other assigned projects.

Assists in maintaining a facilities drawing library that includes hard copies of blueprints and an electronic version of drawings developed using computer aided drafting (CAD) software; Assists in maintaining and distributing floor plan books.

Coordinates recycling activities on all campus facilities. Determines the most cost effective methods for disposing of waste streams (garbage, recycled materials, surplus property) at the college with the goal of minimizing landfill deposits; identifies cost savings to departments and overall operational costs through reusing, recycling, conservation and sustainable practices; investigates and locates recycling markets to maximize sustainability efforts and revenue; creates promotional and educational programs including written announcements, articles, newsletters, press releases, brochures, flyers, posters, presentations, and events; plans and executes promotional activities.

Knowledge, Skills and Abilities:
Knowledge of graphic design and drafting principles is desirable; knowledge of recycling systems, markets, and operations; knowledge of floor and window covering systems; knowledge of interior and exterior signage systems; knowledge of and skill in producing drawings according to specifications; skill in the operation of typewriter, microcomputer, calculator, drafting equipment, copier, blueprint machine, lettering machine, and safe operation of a truck, van, forklift and other material handling devices such as a hand-truck, garbage compactor, and recycling equipment; ability to safely work in confined quarters; knowledge of and ability to use computers to generate spreadsheets, statistical analysis, graphs/charts, wordprocessing, and perform internet research; ability to write memos, correspondence and articles; ability to apply building codes, laws and regulations to specific projects; ability to establish and maintain effective working relationships with college staff, students, administrators and the public; ability to communicate effectively orally and in writing, including creating and giving public presentations; ability to provide analysis, evaluation, and problem-solving assistance in recommending new techniques or developing solutions; ability to productively solve problems individually or in a team setting; ability to develop budget recommendations; knowledge of administrative procedures including budgeting, data analysis, and report preparation; ability to negotiate acceptable solutions to problems which arise during construction/remodeling projects and, if necessary, adjust the work routine to respond to requested services; ability to keep accurate records and files; ability to accurately assess the impact of material substitutions; ability to work at heights of up to 32 feet; knowledge and ability in the safe use of ladders; ability to bend, stoop, and work in confined areas; ability to lift, carry, load and unload supplies and materials weighing up to 50 pounds; ability to work safely and give advice about how to work safely.

Supervision:
Reports to and works under the general supervision of the Director of Facilities Management and Planning. An Environmental Specialist schedules, assigns, inspects and approves work and is available to answer questions or helps troubleshoot problems on a daily basis. Assignments can be made daily either in written form or verbally. After a brief period of orientation by the direct supervisor, work is performed independently. Work is reviewed periodically and performance is based on results obtained.

Supervision of others is not a normal responsibility of this position; however, this position may plan, assign, and inspect the work of timesheet employees and work study students. This position may coordinate work for recycling staff.

Minimum Qualifications:
An associate degree in field of assignment is required. Two years of related experience is required. Experience using databases, spreadsheets, and filing systems is required. A current Oregon driver's license or the ability to obtain one by date of hire is required. Forklift Certification or the ability to obtain certification by the date of hire is required.

Equivalent combination of training and experience will be considered qualifying.
