General Characteristics:
A Developmental Disabilities Specialist 2 is responsible for developing promoting, coordinating and evaluating habilitation and/or employment placement programs for adults with developmental disabilities; interprets and implements regulatory agency guidelines; may act for the Specialized Employment Services Director in his/her absence within defined scope; does related work as required. Work requires consider- able knowledge of training programs for adults with developmental disabilities. Work requires excellent communication skills to maintain ongoing contact with prospective employers and/or funding agencies, social service providers and/or other state and local vocational and special education officials.

Examples of Work:
Prepares and evaluates habilitation plans for individual student workers (clients) by gathering and reviewing data on their work aptitude, skills, behavior and social skills; identifies training needs; develops and directs the implementation of behavioral, vocational and community skills programs; prepares habilitation progress reports on a regular basis; maintains student workers' records.

Markets student worker skills and program services to employers and businesses within the community by calling on public and private organizations; trains, monitors and coordinates assigned program staff to ensure service quality; checks on customer satisfaction with student worker performance; follows up on problems indicated.

Performs task analysis of prospective jobs for student workers to identify skill and social requirements; develops program for training student workers to be implemented by the staff; evaluates student worker performance after training is completed based upon relevant data collected; works with job development team to match workers with job requirements.

Participates with Director in developing funding proposals and drafts contracts with customer employers; negotiates certain contract terms such as price and scope of service subject to Director's approval.

Participates in drafting and revising program policy and operating procedures.

Knowledge, Skills and Abilities:
Knowledge of the special problems and perspectives facing persons with developmental disabilities; knowledge of the methods used in training persons with developmental disabilities; ability to assess vocational, behavioral and social skill needs of student workers; ability to develop effective habilitation plans and work placements for them; ability to organize tasks and work independently; ability to train, monitor and advise program staff; ability to negotiate and monitor work contracts with employers as required by the position; ability to prepare funding proposals; ability to conduct task analysis of prospective student worker jobs; ability to record appropriate data and prepare periodic written reports; ability to communicate effectively orally and in writing; ability to design data collection systems; knowledge of and skill in program review and assessment; ability to conduct task analysis as necessary to determine job components, for training purposes; ability to establish and maintain cooperative and harmonious working relationships with student workers, staff, parents, administrators, employers and the public agency staff; ability to operate a microcomputer and other office equipment; ability to drive safely; ability to work safely.

Supervision:
Reports to and works under the general supervision of the Specialized Employment Services Director. Assignments and direction are received in the form of basic guidelines with the employee expected to work independently towards the attainment of program goals and objectives.

This position has responsibility to assign tasks, provide priorities, train and monitor duties of student workers, student assistants, volunteers and hourly employees. This position trains and monitors all program staff in the implementation of program strategies and provides advice on unusual student worker problems.

Minimum Qualifications:
A bachelor's degree with course work or training in special education, social work, training and development, psychology or a related behavioral sciences field is required. Two years of experience in a position with responsibility for assessing student worker needs and developing and evaluating training programs for adults with developmental disabilities is required. A current Oregon driver's license is required. A current first aid/CPR card is required for some positions.

Equivalent combination of training and experience will be considered qualifying.
