Problem Statement:
A new smoking policy, recommended by College Council at its December 2001 meeting and approved by the President, calls for designation of special outdoor areas for smoking on grounds around Lane Community College facilities.

Purpose:
To review areas preliminarily designated as smoking areas. To recommend a plan for designating, equipping and monitoring outdoor smoking areas for Lane facilities according to the policy approved in December 2001.
Outcomes:
Recommendations to the Vice President for College Operations consisting of the following:
1. A list of areas recommended for designation as outdoor smoking areas
2. A plan for signage of these areas
3. A plan for equipping/furnishing of designated smoking areas
4. A plan for monitoring the effectiveness of designated smoking areas
5. Procedures to govern changes and additions to designated smoking areas
6. Procedures to encourage compliance with the smoking policy.
Deadline for recommendations is December 15, 2002.
Scope:
1. The charge to this task force does not include education and training related to smoking cessation.
2. The task force will include recommendations about college parking lots and points of pedestrian entry to college facilities including walkways from parking lots.
3. At locations owned by other entities or surrounded by public walkways (e.g., Community Learning Centers, Downtown Center, etc.), the college will follow regulations established by the governing entities.
Principles:
1. The task force shall select a facilitator.
2. The task force shall solicit input from smokers and non-smokers.
3. The task force shall solicit input from the occupants of each building about potential designated smoking areas in the vicinity of that building.
Authority:
Recommendations of the committee will be subject to approval by the Vice President for College Operations and the Facilities Management Team.
