Minutes:
- Update on Recycling Building Project/Temporary Recycling Location: Jennifer reported that construction began on the new recycling building on July 14, 2003. Demolition and underground plumbing will be completed this week and concrete will be poured on Tuesday, August 19. Framing is scheduled to begin the next Monday, August 25. Jennifer noted that Rob Atkins, Lead Carpenter, had originally estimated eight weeks for the project, or July 14 through September 8, but the project is behind schedule. The project will be completed by the November 1 grant deadline. Elizabeth asked whether project funding included money for Recycling to replace old equipment like the shredder and the pallet jack. Jennifer explained that it does not, but that she will put these items on a Facilities capital outlay needs list.
- Update on Compactor Use/Discussion on Waste Reduction Promotional Ideas ("Compactor Kick-Off"):Jennifer reported that the trash compactor has been installed and that the college began using the compactor on July 7, 2003. Rick expressed that use of the compactor is a major step towards achieving the Committee's waste reduction goals because the college will now be paying for garbage by weight. Since the college is paying for the exact weight of garbage rather than for an estimated volume, the Recycling Committee will be able to track increases and decreases in trash amounts and staff and students will be able to see the results of their waste reduction efforts month to month.
Members discussed ways to inform the college community about the compactor and to promote the waste reduction message. Elizabeth suggested planning a big kick-off that would highlight the compactor, composter, and the new recycling building. She suggested having the kick-off coincide with America Recycles Day, which is in November. Jennifer will determine the exact date of America Recycles Day. Members agreed with this idea and Rick noted that by holding off on doing a big "Compactor-Kick Off" until November, we will have a few months worth of garbage tonnage and savings numbers from the compactor. Members noted that the local TV news, Register Guard, the Torch, and KLCC should all be contacted. Jennifer will contact the college's Public Information Officer, Joan Aschim. Jim noted that we should also notify college staff about the compactor and promote waste reduction at the beginning of Fall Term. Jennifer will prepare Daily announcements for the beginning of Fall Term and contact Cheryl Roberts or the appropriate fall in-service planner to ask if Recycling could make an announcement during in-service. Elizabeth also suggested making a report on these new recycling activities to the College Council. Jennifer will contact the College Council to request that they put a Recycling update on their meeting agenda.
Dianne suggested doing an inter-collegiate competition of waste reduction. Bob suggested making the competition between the other community colleges in Oregon. Rick offered that the winner of the contest could be the college that produces the least waste per student. Jennifer noted that this would make a good spring promotional activity.
- Review of New Recycling/Surplus Property Position: Jennifer explained that Recycling has moved from Specialized Employment Services to Facilities Management & Planning (FMP), as of the beginning of the 2004 fiscal year (FY). With the retirement of Bob Cudmore from the Purchasing Department, the activity of surplus property also moved to FMP at the beginning of this fiscal year and Mike Ruiz, Director of FMP, assigned Jennifer the duty of supervising surplus property. Along with the activity of surplus property, FMP also gained 0.5 FTE to hire someone to handle surplus property. FMP will be creating a position that is 0.5 Surplus Property and 0.5 Recycling Coordinator. This transition allows the Recycling Coordinator Position to maintain the same FTE that it has had since FY 2001. The Environmental Specialist will be the direct supervisor of the Recycling & Surplus Property Coordinator and the Environmental Specialist's other duties will include compliance with DEQ regulations, hazardous materials disposal, drinking water quality, and indoor air quality.
The Recycling Committee briefly discussed the draft Recycling & Surplus Property Coordinator job description. Members suggested adding "other duties, as assigned" to the description. Jennifer will incorporate this suggestion before forwarding it to Human Resources.
- Webpage: Jim suggested that the webpage be updated with pictures and information on our new equipment/activities. Jim offered to take the pictures and update the webpage. He also suggested additional webpage upgrades that he will incorporate. Jennifer will provide Jim with captions for pictures.
- Meeting Schedule: Elizabeth proposed that the Recycling Committee meet quarterly. Jennifer noted that a Recycling "operations team" had been meeting approximately once per month. This team includes Bob, Dianne, Rick, and Jennifer. Jennifer suggested that this team continue to meet monthly to discuss ways to improve the day-to-day operations of Recycling. The full Committee will then meet once per term to discuss promotional ideas, new programs, and program changes.
- Next Meeting: The next meeting of the full Recycling Committee was scheduled for Thursday, October 16, 2003 from 10:00 to 11:30 am. Jennifer will separately contact Rick, Bob, and Dianne to schedule a Recycling Operations Team meeting for September.
Task List:
- Jennifer to put the following recycling equipment on Facilities needs capital outlay list:
- shredder; and
- power pallet jack.
[NOTE: The power pallet jack uses a rechargeable battery.]
- Jennifer to determine the date of America Recycles Day.
- Jennifer to contact the college's Public Information Officer, Joan Aschim, to notify her about our November promotional event.
- Jennifer to prepare Daily annoucements for the beginning of Fall Term.
- Jennifer to contact Cheryl Roberts or the appropriate Fall in-service planner to ask if Recycling could make an annoucement during in-service.
- Jennifer to contact the College Council to request that they put a Recycling update on their meeting agenda.
- Jennifer to incorporate suggestion from the Recycling Committee into the job description before forwarding it to Human Resources.
- Jennifer to provide Jim with captions for pictures that he will use to update the webpage.
- Jim to take pictures of new recycling equipment & activities. E-mail pictures to Jennifer for captions. Update/improve Recycling webpage.
