Clery Report 2006

The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) requires educational institutions to provide all current and prospective students and employees with the security policies, regulations and crime statistics of the college. Lane Community College Public Safety works to help you maintain your personal safety and to protect your property by providing a range if public safety services and by sharing information you can use to reduce your chances of becoming a crime or accident victim. Lane Community College believes that an informed community is a safer community. The following policies, procedures, statistics and prevention programs are intended to increase student and employee knowledge of crime prevention at the college, and to provide information on the incidence of reported crimes and certain arrests on college property, in areas adjacent to the campus and outreach centers, and at college sponsored events.

B) Vision:

Create, foster and maintain a quality educational learning environment by ensuring that professional public safety services are provided all students, staff, faculty and visitors at Lane Community College.

C) Contact Information:

The Public Safety Office at Lane Community College is located in building #13. The office is staffed from 8 am – 7 pm Monday through Friday. Public Safety Officers are on the Main ( 30th Ave) Campus 24 hours a day, 7 days a week. Officers also are stationed at the Downtown Center as scheduled. Officers can be contacted at all times by calling 541-463-5558.

D) Services Provided by Public Safety

The Public Safety Office is staffed from 8:00 a.m. until 7:00 p.m. week days.

Lost and Found items.

Issue and track campus keys.

Monitors t he alarm system for the main and satellite campuses.

Performs facility security checks and after hours entry assistance.

Provide portable battery packs for checkout with two pieces of identification.

Limited safety escort requests.

Monitor parking on the main campus.

Provide crime prevention presentations to various groups or organization.

3) Reporting Criminal Actions, Crimes & Other Emergencies :

All crimes occurring on Lane Community College property or at Lane Community College sponsored events are to be reported to Campus Public Safety and/or local law enforcement.

Any individual has the right to report directly to the Lane County Sheriffs Department, or other law enforcement agency, crimes against them or their personal property that occurs on Lane Community College property or at a Lane Community College sponsored event.

Crimes should be reported to Campus Public Safety to ensure inclusion in the annual crime statistics and to aid in providing timely warning notices to the community when appropriate.

D) Timely Warnings:

In the event that a situation arises, either on or off campus, that, in the judgment of the Director of Health and Safety, constitutes an ongoing or continuing threat, a campus wide “timely warning” will be issued. The warning will be issued through the college e-mail system to all staff with a request to read to their classes. In addition the warning will be published in the staff Weekly and the student newspaper The Torch.

Depending on the particular circumstances of the crime, especially in all situations that could pose an immediate threat to the community and individuals, the Public Safety Office may also post a notice on the Public Safety web site at

www.lanecc.edu/psd/main.htm and on campus bulletin boards.

Anyone with information warranting a timely warning should report the circumstances to Campus Public Safety by phone (463-5558) or in person at the Public Safety Office in Building 13, Room 107.

E) Reporting the Annual Disclosure of Crime Statistics:

Campus Public Safely prepares this report to comply with the Clery Act. The full text of this report can be located on our web site at: lanecc.edu/psd/clery_1_files/cleryreport2007.htm (clery report).

You are also able to connect with our site through the Lane Community College home page at www.lanecc.edu. Hard copies of this report may be picked up at the Public Safety Office in Building 13, Room 107.

This report is prepared in cooperation with the local law enforcement agencies surrounding our main campus and alternate sites, and the Office of the Vice President for Instruction and Student Services, The information collected includes those reported criminal offenses and arrests required by the Clery Act. All crime reports for the annual statistical disclosure and for timely warnings should be made to the Director of Health and Safety @ 541- 463-5561 or the Public Safety Office @ 463-5558.

Each term a notice of the availability and location of this report is made in each Class Schedule which is mailed to all persons in the college district. In addition, all college staff is notified by an all campus e-mail each Fall Term.

F) Limited Voluntary Confidential Reporting:

Lane Community College does not have a formal system for confidential reporting of crimes that occur on Lane Community College property or at Lane Community College sponsored events.

To insure appropriate follow-up and investigation of reported crimes, all Clery Act covered crimes reported to Public Safety, except referrals for college discipline, are reported to the appropriate law enforcement agency.

Confidential reports may be made to the Office of the Vice President for Instruction and Student Services at 463-5120. This information will be included in the annual campus crime report and will be used to assess and modify safety measures on campus, including timely warnings. However, no formal police investigation will be generated.

G) Daily Crime Log:

The Daily Crime log is a record of all crimes reported to Public Safety. It is available for review in the Public Safety Office, building #13 at all hours the office is open. The Daily Crime Log includes crimes reported at all LCC controlled locations including the Main ( 30th Ave) Campus, Downtown Center, Florence Center, Cottage Grove Center and the Community Learning Centers. Persons not on the Main campus wanting to view the Daily Crime Log should contact Public Safety at 463-5558 and a copy will be faxed to their location.

4) Campus Access:

Main Campus, 30 th Ave, is open to the public from 6 am to 11 pm. Buildings are open to the public on days classes are in session and other days as posted. Campus buildings are closed to the public during designated holiday periods and other times as posted. Admittance to buildings that are secured is by issued key or Public Safety Officer. Public Safety officers will not admit the general public or students to secured buildings without the supervision of a staff person. Identification will be required unless the person is known to the officer.

The Downtown, Cottage Grove, and Florence centers have separate posted hours. Admittance after hours is by issued key or staff permission.

The Community Learning Centers have separate posted hours. Admittance after hours is by issued key or staff permission.

Lane Community College does not have residence facilities.

Facilities Management and Planning is responsible for maintaining all campus property including doors, locks, exterior lighting and grounds. Campus Public Safety is responsible for issuing keys to campus facilities. All persons on campus are encouraged to report possible safety and security hazards to either Campus Public Safety at 541-463-5558 or Facilities Management and Planning at 541-463-5216.

5) Campus Law Enforcement

A) Campus Law Enforcement Authority

Campus Public Safety Officers utilize citizen’s arrest powers granted by ORS 133.225 and are supported by the college in the enforcement of all college regulations, rules, and applicable laws and ordinances on college property. Officers have the authority to ask all persons on Lane Community College property or at Lane Community College sponsored events for identification.

Officers are granted peace officer authority pertaining to traffic and parking enforcement as stated by ORS 341.300.

Officer’s authority covers the geographical boundaries of Lane Community College’s properties (including land, structures, parking facilities, and parking lots. Officers may legally request driver and vehicle identification and verification of vehicle registration and insurance.

Campus Public Safety works in conjunction with state and local law enforcement agencies in the reporting, investigation and resolution of reported crimes. Lane County Sheriffs Officers respond to incidents on main campus and have arrest authority. Eugene, Florence and Cottage Grove Police respond to incidents at those locations and have arrest authority.

B) To Report a Crime:

All crimes occurring on Lane Community College property or at Lane Community College sponsored events are to be reported to Campus Public Safety and/or local law enforcement.

C) Confidential Reporting to Counselors:

Counseling staff employed by the Counseling Department will keep information conveyed to them by a client confidential in accordance with Oregon State Law. Students and staff are welcome to ask for clarification of the confidentiality limits of information if they have concerns. Counselors are encouraged to provide Public Safety with non-identifying summary information on any Cleary Act related crimes. This anonymous reporting will allow inclusion of the reported crime in the annual Clery Crime report.

D) Monitoring Criminal Activity Off Campus

Lane Community College does not have any recognized off campus student organizations.

6) Crime Prevention and Security Awareness

A) Security Awareness and Crime Prevention Programs:

The safety of students, employees and the general public is a major consideration of the college. It is important for everyone on campus to be aware that the college campus, like the community in general, may not be completely free of criminal acts. Lane Community College strongly believes that everyone has a role in providing a safe learning environment.

Public Safety Officers are available, upon request, to make presentations to campus groups on ways to increase their personal safety on campus and prevent crime. In addition, this information is available on the Public Safety web site at:

Officers are also available to meet with individual students and staff to discuss their specific safety concerns on campus and work on a personal safety plan.

Public Safety recommends the following safety actions:

Security Awareness and Crime Prevention information is distributed to the campus community via the staff Weekly and the student newspaper The Torch.

7) Alcoholic Beverages and Illegal Drugs:

A) Lane Community College Board Policy # D.050 states:

No person may bring onto college property or into any college-owned facility or to any college-sponsored class or activity any intoxicating beverage, controlled substances, volatile inhalants, for the purpose of mind or mood alteration, except in the situations specified in this policy. No person may appear on college property or in any college-owned facility or in any college-sponsored class or activity under the influence of any of the above mentioned substances.

Exceptions to this policy are as follows:

Campus Public Safety will refer all alcohol or illegal substance violations of college policy and Federal, State and Local law for judicial review and/or to local law enforcement agencies for possible investigation and prosecution.

B) Drug and Alcohol Abuse Education Programs:

Lane Maintains drug and alcohol abuse educational programs in compliance as required under Section 120(a) of the HEA. A description of these programs may be found at: www.lanecc.edu/cops/lccprnl.htm

8) Sexual Assault Prevention and Response:

Rape, sexual assault, forced or unwanted sexual contact, sexual or physical abuse, and stalking of any kind, or the threat of such conduct, on property owned, leased, or controlled by the College is prohibited. 

Sexual contact shall be considered unwanted or without consent if:

Any student or staff member who feels they are a victim of any form of sexual assault is strongly encouraged to report this immediately to the Public Safety Department, Lane County Sheriffs Department, or other appropriate law enforcement agency.  The Public Safety Office will assist victims in contacting a specific agency and will provide security to victims while awaiting law enforcement assistance.

In addition to filing a complaint with a law enforcement agency, victims of all forms of sexual assault under this policy may use the college complaint processes.

Complaints of unwanted sexual contact that do not rise to the level of assault should be handled through the sexual harassment complaint process.

The Student Complaint Procedure provides for both formal and informal complaint resolution.

Staff complaints may be filed with the Director of Human Resources or the Director of the Women’s Program.

Complaints may be filed with the Public Safety office by contacting that office at 463-5558.

College imposed sanctions or discipline does not relieve the accused of possible criminal or civil liabilities from outside the college.

Student Sanctions:  Sanctions may be imposed by the judicial advisor upon any student, group or organization under the Student Code of Conduct.

Staff Sanctions:  Any employee of Lane Community College who violates this policy is subject to disciplinary action, up to and including termination of employment.  Staff will have due process and just cause protection under applicable contracts and working agreements

D) Medical Services:

Victims of rape or any form of sexual assault are strongly encouraged to seek immediate medical assistance from the health clinic or the nearest hospital.  For assaults occurring on college property after hours contact the Public Safety Office and they will contact emergency service personnel to respond and assist.

Accuser and accused have the same opportunity to have others present at any hearing, and both parties shall be informed of the outcome of any disciplinary proceedings.

Under current state law, computerized sex offender information can be obtained through local law enforcement agencies and the Oregon State Police through their sex offender registration information line at (503) 378-3720 extension 4429. 9) U. S. Department of Education:

The Campus Security Data Analysis Cutting Tool Website is brought to you by the Office of Post secondary Education of the U. S. Department of Education. This analysis cutting tool was designed to provide rapid customized reports for public inquiries relating to campus crime data. The data are drawn from the OPE Campus Security Statistics Website database to which crime statistics are submitted annually, via a Web-based data collection, by all post secondary institutions that receive Title IV funding (i.e., those that participate in federal student aid programs) as required by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
