Purpose: 

This procedure describes the sources used to determine budget operation and control responsibilities.

Narrative: 

Budget operation and control is set forth in board policy (BP210 Board Duties and Responsibilities: Budget Making,) in the statement of fiscal responsibilities and in the various job descriptions of administrators with fiscal responsibilities.

In order for directors and administrators to exercise budget control and to comply with board policy and for the college to comply with the local budget law (Oregon Revised Statutes 294.305-565), budget changes must be initiated by the budget administrator prior to the time an overcommitted or overexpended condition exists.
